Any paper cutter will work.  Make sure it is sharp so the cut is clean.  You can cut 3 pages at a time.

You can use any pair of scissors.  Once again make sure they are sharp so your cut is clean!  You will be cutting an angle from the edge of the paper to the center hole.  This allows the door hanger to slide over the knob or storm door handle.
